Thermal Insulation Ordinance - The Thermal Insulation Ordinance (WSchV) was a German regulation that established minimum requirements for the thermal insulation of buildings. It existed in three versions (1977, 1984, 1995) and was replaced in 2002 by the Energy Conservation Ordinance (EnEV), which in turn was incorporated into the Building Energy Act (GEG) in 2020. The WSchV is no longer in force today, but it remains significant: Buildings constructed or modernized “in accordance with the WSchV 1977” benefit from exemptions when selecting an energy performance certificate.

The Thermal Insulation Ordinance was introduced in response to the 1973 oil crisis: WSchV 1977 - first mandatory requirements for thermal insulation (U-values for exterior walls, roofs, and windows). Buildings from this era typically have simple core insulation. WSchV 1984 - stricter requirements; first-ever overall energy balance of the building (annual heating demand). WSchV 1995 - requirements tightened further (approx. 30% lower than in 1984); first-ever requirements for summer thermal insulation. With the EnEV 2002, the approach was expanded: in addition to structural thermal insulation, heating efficiency and renewable energy were also taken into account. The GEG 2020 consolidates the EnEV, EEWärmeG, and EnEG.

The introduction of the WSchV in 1977 marked a historic turning point in the German construction industry. Buildings approved by the end of 1977 were not subject to any legal thermal insulation requirements-they were built according to the state of the art at the time, which focused solely on structural stability and weather protection, but not on energy conservation.
