Impact sound insulation refers to structural measures that prevent footsteps, the movement of furniture, or other impacts on the floor from being transmitted as structure-borne sound through the ceiling and floor structures into the rooms below. It is a core requirement of structural sound insulation and is regulated by DIN 4109. Inadequate impact sound insulation is one of the most common sources of dispute in apartment buildings and condominiums-and can constitute a significant, legally enforceable construction defect.

Technical Structure of Impact Sound Insulation

Impact sound is primarily reduced by the floating screed. The structure from bottom to top:

  1. Raw floor slab (reinforced concrete slab, wooden beam ceiling, or precast slab)
  2. Impact sound insulation layer: mineral wool (e.g., rock wool, glass wool), expanded polystyrene (EPS/XPS), or wood fiber insulation materials - thickness 20-60 mm depending on requirements
  3. Separation layer (PE film as a vapor barrier, prevents moisture transfer into the insulation)
  4. Screed: Cement screed, calcium sulfate screed, or dry screed, at least 45 mm thick
  5. Floor covering: Tiles, parquet, laminate, carpet

The screed lies “floating” on the insulation layer-it has no direct contact with the walls or the raw ceiling. This decoupling mechanism prevents impacts from being transmitted as structure-borne sound through the solid substrate. Perimeter insulation strips along the walls are essential here: If they are missing or were damaged or compressed during screed installation, direct sound bridges are created that significantly reduce the effectiveness of the entire impact sound insulation.

In addition, the following measures contribute to impact sound reduction: carpeted floors (particularly effective due to their soft surface), floating parquet and laminate floors (laid on decoupling underlayment), as well as special decoupling mats under tiles in bathrooms and kitchens.

DIN 4109 “Sound Insulation in Building Construction” defines binding minimum requirements for impact sound insulation. The relevant parameter is the weighted standard impact sound level L’n,w: The lower this value (in dB), the better the insulation performance.

Requirements for residential partition ceilings according to DIN 4109:

  • Minimum requirement: L’n,w ≤ 53 dB - legal minimum standard for new buildings
  • Enhanced sound insulation (DIN 4109-5): L’n,w ≤ 46 dB - recommended in practice for good comfort
  • Sound insulation class IV: L’n,w ≤ 39 dB - premium standard for luxury residential construction

For new buildings constructed since 2018, DIN 4109-1:2018 applies, introducing stricter requirements and more precise calculation methods. If the agreed-upon or standard-compliant insulation quality is not achieved, a construction defect exists - the building owner has warranty claims against the contractor (5-year warranty under the German Civil Code (BGB)). In the case of defective insulation already installed by the previous owner, damages may also be claimed depending on the terms of the purchase agreement and whether there was fraudulent intent.

Impact Sound Insulation During Renovation and Change of Ownership

When renovating apartments in older buildings, retrofitting impact sound insulation is more complex than in new construction, but it is possible:

  • New subfloor system with insulation layer and screed: Raises the floor level by 80-120 mm - often easily feasible in older buildings with high ceilings
  • Dry screed systems: Slim construction (approx. 40-60 mm) with impact sound insulation boards and gypsum fiber boards
  • Blown-in insulation between wooden beams: An effective method for wooden beam ceilings in older buildings without changing the height of the room below

Important in condominium associations: Impact sound insulation affects the raw ceiling as common property. Renovation measures that affect or impact common property (e.g., adding weight, new penetrations) require the approval of the owners’ meeting. Buyers of apartments in older buildings should therefore realistically assess the impact sound condition before purchasing.

Who is responsible for impact sound insulation in a condominium association (WEG)?

Responsibility depends on the classification of the affected building components. The raw floor slab is part of the common property; the floor structure above it (insulation layer, screed, flooring) is, in most declarations of division, the exclusive property of the apartment owner. Damage or defects to the subfloor itself are the responsibility of the community; defects in the floor structure (e.g., missing edge insulation strips, damaged impact sound insulation) are generally the responsibility of the respective individual owner. In the case of renovation work, such as replacing carpet with tiles, the renovating owner is liable for any deterioration in sound insulation.

Can I replace the flooring in my condominium unit?

In principle, yes-replacing the flooring in a unit owned as separate property is possible. However: The new flooring must not reduce the impact sound insulation. Anyone replacing carpet with tiles or hardwood flooring must ensure that the new installation provides at least the same level of impact sound insulation as the old one. Specifically: When replacing carpet with tiles, sufficiently thick decoupling mats must be installed. Otherwise, neighbors may assert claims for restoration or compensation-and such neighborhood disputes over impact noise are common and protracted in condominium practice.

What can I do if my neighbor’s footfall noise makes living here unbearable?

First, you should try to have a personal conversation with your neighbor-often, those affected are unaware of the impact of their footfall noise. If that doesn’t help, a sound insulation expert can measure the actual impact sound level. If the measurement reveals that the noise level falls below the minimum standard (L’n,w > 53 dB), a defect exists. This can be asserted in court-against the neighbor (if structural changes caused the deterioration), against the condominium association (if common property is defective), or against the developer (for new buildings within the warranty period).
