Oil Tank Disposal - Oil tank disposal involves the proper decommissioning, cleaning, dismantling, and disposal of a heating oil tank that is no longer needed. It becomes necessary when switching to a different heating system (heat pump, gas, district heating), when a building is demolished, or when the tank no longer meets inspection requirements. Disposal must be carried out by a certified specialist company in accordance with the Water Resources Act (WHG) - do-it-yourself work is not permitted.
The procedure consists of four steps: residual oil extraction (the remaining heating oil is pumped out and can often still be sold), tank cleaning (removal of oil sludge and residues), dismantling (for above-ground tanks) or backfilling (for underground tanks that cannot be removed, the cleaned tank is filled with sand or concrete), and disposal of the tank and cleaning residues as hazardous waste. The specialized company issues a decommissioning certificate, which must be submitted to the responsible environmental agency.
Oil tank disposal in Germany is regulated by the Water Resources Act (WHG) and the AwSV (Regulation on Facilities for Handling Water-Hazardous Substances). Heating oil is a water-polluting substance classified as Water Pollution Class 2 (WGK 2). Tanks with a capacity of 1,000 liters or more must be inspected regularly by a certified expert. Anyone decommissioning a tank must report this to the competent authority-in Nuremberg, the lower water authority at the Environmental Office-and submit the decommissioning certificate from the specialized company.
Underground tanks made of steel or plastic that cannot be removed (e.g., because they are located beneath a building) are backfilled with sand, gravel, or concrete after cleaning. This is permitted only if there is no soil contamination. If the soil appears contaminated during cleaning (oil odor, discolored soil), a soil analysis must be conducted by an accredited laboratory. In the event of contamination, a soil remediation supervised by the authorities is required.

The residual oil in the tank belongs to the owner and can be sold to a dealer or taken by the specialized contractor. At current heating oil prices, the proceeds often cover part of the disposal costs. The specialized contractor documents the amount extracted and the destination of the oil.
The disposal of an old heating oil tank creates new value: After professional cleaning and official approval, the cleared tank space can be used as a storage, utility, or hobby room. In existing buildings in Nuremberg, where basement space is often limited, this represents real added value. For residential buildings being converted to heat pumps or district heating, the need for regular refilling, maintenance, and inspection of the tank is also eliminated-a long-term cost savings.
When replacing a heating system under the Heating Act (GEG 2024)-which restricts the installation of fossil fuel heating systems in the long term-tank disposal is a necessary step anyway. Owners who switch to a heat pump can receive up to 70% of the investment costs through the BAFA subsidy program (depending on income, building condition, and planned heating system). Tank disposal is eligible for funding as an ancillary cost if it is carried out in connection with the heating system replacement.
