Modular construction is a building method in which fully prefabricated, three-dimensional room modules are produced in a factory and then assembled on the construction site. Each module is a self-contained room element with walls, a ceiling, a floor, building services, and interior fittings-it is essentially delivered from the factory ready for immediate use. This distinguishes modular construction from both traditional solid construction and two-dimensional prefabricated construction, in which only wall and ceiling elements are prefabricated.

Advantages of Modular Construction

The key advantage is the significant reduction in construction time: Since production and foundation work proceed in parallel, construction times of just a few weeks for a complete building are not uncommon. In addition, controlled manufacturing in the factory ensures high and consistent quality, eliminating weather-related damage to the shell. Costs are easily calculable for standardized types and are often lower than with conventional construction. Modular buildings can also be expanded, relocated, or dismantled-an advantage for temporary uses.

Added to this is significantly improved predictability: Because the modules are manufactured in the factory under industrial conditions, typical construction delays caused by weather, material shortages, or a lack of skilled labor on the construction site are eliminated. The actual on-site assembly of a multi-story building often takes only a few days to weeks-a decisive advantage when a project developer needs to ensure rapid marketability.

In Bavaria, the BayBO regulations must be fully observed, including fire safety requirements, which require special attention for multi-story wooden modules.

Mass-produced standard buildings can expedite the approval process through type approvals. This means: A manufacturer has a standardized module type inspected once for compliance with building codes and receives a general type approval for that type, which is recognized in various federal states. This significantly reduces the administrative burden for each individual building application.

The costs of modular construction vary greatly depending on materials, finish standards, and project size. For simple residential modules using timber-frame construction, manufacturing costs range from 2,000 to 3,500 euros per square meter of living space-comparable to conventional construction, but with significantly shorter construction times and greater cost certainty. The advantage lies not primarily in the lower price, but in predictability: cost increases due to construction delays or unforeseen work are largely ruled out.

Can I dismantle a modular building and set it up somewhere else?

This is possible in principle and a theoretical advantage of modular construction, but in practice it is rarely economical: demolition, transport, and reconstruction incur significant costs. Reversibility makes sense primarily for temporary facilities or extensions that are intended to be dismantled later.

What building permits are required in Bavaria for a modular building?

In Bavaria, the same permitting requirements apply as for conventional buildings. Whether a building application or a simplified building permit is sufficient depends on the building class, the location, and the specific construction measures. Manufacturers with type approval can expedite the process, but the local building authority must be involved in any case.
