Service connection fees are the one-time costs incurred when a property is first connected to public utility networks-namely, for electricity, gas, water, sewer, telecommunications, and, if applicable, district heating. These fees typically apply to new construction or the reactivation of a connection that has been unused for a long time, and are billed by the respective utility provider. The amount varies considerably depending on the network, line length, and local rates and can total several thousand euros.
For new construction, the following connections must generally be established:
The total cost of all service connections combined can amount to €20,000 or more in cases of an unfavorable location, a long distance to the utility network, or necessary civil engineering work. Homeowners on properties in outlying areas or on the outskirts should therefore carefully factor this item into their calculations and not assume it will be minimal.
In principle, the property owner bears the costs. In new development areas, the development costs are often already included in the purchase price of the building lot (so-called “developed building lot”); in this case, the actual house connection costs from the property line are significantly lower. For individual lots in outlying areas, however, very long pipeline runs and thus considerable costs may arise.
For multi-family homes and condominium associations, the owners’ association generally bears the costs for the connections to the entire building; internal distribution and meters for individual units are billed separately. If the building is rented out, house connection costs cannot be passed on to tenants as utility costs-they are considered part of the owner’s investment costs.
House connection costs are included in the construction costs of a building and are depreciated along with the building over its useful life (in the case of rental properties). Direct subsidies for house connection costs are rare; however, costs for fiber-optic connections may be subsidized under certain federal or Bavarian state subsidy programs.
For utility connections related to energy-efficient renovations-such as connecting to a district heating network or upgrading the electrical connection for a heat pump-KfW or BAFA subsidies may be available in some cases. It is advisable to consult an energy consultant before commissioning the work to identify potential subsidies early on.
In the Nuremberg metropolitan region, the responsible utility companies are N-ERGIE (electricity, gas, water), Infra Fürth, and the respective municipal utilities. We recommend that builders obtain quotes for all utility connections early on and factor these into the total construction costs. Especially for properties in outlying areas or the Franconian countryside, high costs for utility lines can arise, which affect the cost-effectiveness comparison with developed building land. Also clarify whether development contributions under the KAG have already been paid or are still to be assessed.
In Nuremberg and the surrounding municipalities, utilities generally offer online forms for requesting house connections. Processing times can range from several weeks to months, depending on the utility’s workload and the complexity of the project. This lead time should be factored into construction scheduling and financing plans.
With municipal utilities and network operators, rates are generally fixed and non-negotiable. There may be some leeway, at most, in the choice of connection type (e.g., gas connection vs. heat pump) or in the sizing of the connection.
Development fees are public-law charges under the German Building Code (BauGB) that municipalities levy for the initial construction of roads, paths, and public utility lines. House connection costs, on the other hand, are the costs under private or public law for the actual connection of the property to the utility network from the property line.
In developed new construction areas, the property is usually fully developed; the house connection costs from the property line are then already included in the purchase price. For undeveloped properties (land zoned for future development), the buyer must expect to finance the development themselves-it is advisable to clarify this in detail before purchasing.
Lead times vary greatly. Simple connections in well-developed areas can be completed within a few weeks. In areas with high construction activity or for connections requiring extensive civil engineering work, it can take several months. Submitting an application early-ideally at the same time as the building permit-helps avoid delays.
In the context of the energy transition, new types of connections are gaining importance. In many cases, heat pump systems require a stronger grid connection than conventional gas heating systems, as the electricity demand is significantly higher. Anyone relying on a heat pump for a new build or heating system modernization should check early on whether the existing electrical connection is sufficiently rated-and, if necessary, factor in the costs for a reinforced house connection.
Charging stations for electric vehicles may also require a reinforced electrical connection. In apartment buildings, the installation of charging stations is becoming an increasingly important issue: Since 2020, apartment owners have had a legal right to permission to install charging infrastructure (Section 20 of the German Condominium Act [WEG]). The costs for the necessary grid upgrades can be substantial and should be taken into account during planning.
