A publicly appointed and sworn real estate appraiser is a professional recognized by a Chamber of Industry and Commerce (IHK) or a Chamber of Architects who appraises land and buildings using recognized methods, and whose appraisals are admissible as full evidence in courts and before government agencies. Public appointment is subject to strict qualification requirements and is reviewed on a regular basis. It distinguishes the publicly appointed expert from independent appraisers without formal certification.
Public appointment is granted by the relevant Chamber of Industry and Commerce (IHK) or Chamber of Crafts and typically requires: a completed degree (in architecture, civil engineering, or real estate management), at least five years of relevant professional experience, passing of required examinations, and the submission of a sworn declaration. The expert thereby commits to impartiality, independence, and adherence to professional standards. The appointment is valid for five years and must be renewed.
