Green roof subsidies refer to state, municipal, or regional subsidy programs that provide financial support for the installation of green roofs (extensive or intensive greening). Green roofs make an important contribution to climate protection and improving the urban climate: they store rainwater, cool the urban climate, extend the life of the roof, and create habitats for insects. Many municipalities, federal states, and KfW Bank offer grants, low-interest loans, or discounts on wastewater fees.
At the federal level, the Federal Funding for Efficient Buildings (BEG) supports green roofs as part of renovation measures under certain conditions, provided they contribute to improving overall energy efficiency. KfW offers loans for climate protection and climate adaptation measures, which may include green roofs. Bavaria also has its own climate protection programs; the Bavarian State Ministry of Housing and Construction and the Ministry of the Environment regularly launch new funding initiatives.
Furthermore, under certain conditions, expenses for green roofs can be claimed for tax purposes as an extraordinary expense or as a household-related trade service. For landlords, green roof costs are tax-relevant as maintenance expenses or capitalizable construction costs-depending on the design and whether the measure is a one-time project. The tax treatment should be discussed with a tax advisor.
Nuremberg supports green roofs as part of its climate protection programs and the local funding guidelines of the Environmental Office. Both new and existing buildings are eligible for funding. In addition, property owners in Nuremberg benefit from a reduction in the stormwater fee: Those with a green roof generally pay significantly less in stormwater fees, as less water is discharged into the municipal sewer system. Stadtwerk Nürnberg calculates the fee based on the paved, permeable area.
In the surrounding municipalities of the metropolitan region-Erlangen, Fürth, Schwabach, and the rural districts-there are also an increasing number of municipal subsidy programs for green roofs. These programs are often time-limited and dependent on annual budget planning. We recommend inquiring with the respective municipal administration or the municipal environmental officer well in advance before planning a roof renovation.
Green roofs pay for themselves through the extended roof lifespan (green roofs protect the roof waterproofing from UV radiation and temperature fluctuations), savings on stormwater fees, and subsidies. Those who combine subsidy programs-e.g., a KfW loan plus a municipal grant plus a fee discount-can significantly improve cost-effectiveness. Important: Subsidy programs change; applications must generally be submitted before construction begins.
An extensive green roof costs about 30 to 60 euros per square meter more to install than a conventional flat roof without vegetation. For a 100-square-meter roof, this results in additional costs of around 3,000 to 6,000 euros. However, thanks to subsidies and the extended roof lifespan-green roofs protect the roof waterproofing from UV radiation and extreme temperature fluctuations, extending its lifespan to 40 to 60 years-the cost-effectiveness is positive in many cases.
In addition to the economic benefits, green roofs make a measurable contribution to urban climate adaptation. In times of increasing heat waves and heavy rainfall events, green roofs are an effective element of the “sponge city” strategy: they retain rainwater, release it gradually, and cool the ambient temperature through evaporation. For apartment buildings and commercial properties with large flat roof areas, a green roof is therefore not just a cost factor, but also a tool for increasing value and securing the future.
We recommend that property owners in Nuremberg, when planning an upcoming roof renovation, inquire early on about the possibility of green roof subsidies with the Nuremberg Environmental Office or the Nuremberg Energy Advisory Center (ebz). The combination of subsidies, cost savings, and extended roof lifespan makes green roofs more economically attractive today than ever before. In some development plans for new Nuremberg city districts, green roofs are already mandatory.
Anyone managing an apartment building should put the topic of green roofs on the agenda for the next owners’ meeting. Depending on whether it is classified as a routine maintenance measure or a structural alteration, the resolution requires different majorities. We are happy to help prepare the topic and clearly outline the funding options.
Yes, generally speaking. Many funding programs also support the retrofitting of existing flat roofs with green roofs, provided the structural load-bearing capacity is sufficient. A preliminary assessment by a structural engineer and the submission of an application before construction begins are mandatory.
Extensive greening (layer thickness 6-20 cm, sedum, moss, grasses) is lightweight and low-maintenance. Intensive greening (layer thickness 20 cm or more, shrubs, perennials, trees) requires greater structural capacity and more maintenance, but offers greater ecological and aesthetic value. Funding programs usually cover both options.
In Bavaria, installing a green roof on an existing flat roof does not require a permit, provided no significant structural changes are made. For new buildings requiring a permit, the green roof is addressed as part of the building permit process. If in doubt, we recommend consulting the Building Authority.
The City of Nuremberg’s Environmental Office and the Nuremberg Energy Advisory Center (ebz) are the central points of contact. For KfW subsidies, an eligible bank or a KfW financing partner is required. We are happy to put you in touch with experts in the region.
For individual condominium owners in multi-unit buildings, a green roof is generally not an individual project but a community initiative that must be voted on by the owners’ association. The impetus is often a roof renovation that is already scheduled. In this case, we recommend including greening as an additional measure in the renovation plan: The additional costs compared to a conventional flat roof finish are significantly lower per square meter for a larger roof area than for an individual project, and the funding can be combined with roof insulation and KfW measures. In Nuremberg apartment buildings from the 1960s to the 1980s, which already have flat roofs in need of renovation, this is an economically attractive option. The my-home.de editorial team recommends adding this topic to the agenda of the next owners’ meeting at an early stage.
