A boundary certificate is a written confirmation from the relevant surveying office or a publicly appointed surveyor that the boundaries of a property have been officially determined and marked. It documents that boundary points are secured by boundary markers (boundary stones, boundary stakes) and that their coordinates are recorded in the official real estate cadastre. The boundary certificate is not a standalone document in all states; rather, it may be named differently depending on the state and situation or issued as part of a property survey report.
A boundary certificate is typically required when purchasing a property if the buyer wishes to ensure that the actual boundaries of the property being purchased match the cadastral boundaries. It is particularly relevant in cases of unclear boundary lines, following property divisions, in cases of boundary development, or when there is a dispute between neighbors regarding the boundary line. Banks may require a boundary certificate for financing if there are uncertainties regarding the property boundaries.
The surveying office or a publicly appointed surveyor first reviews the land registry documents and compares them with the previous state. The boundary points are then surveyed on-site and compared with the cadastral coordinates. Missing or damaged boundary markers are replaced (demarcation). Once the survey is complete, the owners receive a boundary verification report, which serves as the basis for the boundary certificate.

A boundary certificate has no fixed expiration date, but it becomes outdated if subsequent changes have been made to the property or the boundary markers. When purchasing or encumbering a property, the certificate should not be more than a few years old.

For most everyday purposes (land registry inspection, property tax, general orientation), the cadastral extract is sufficient. For construction projects, boundary disputes, or financing purposes involving unresolved boundaries, the boundary certificate is the more reliable basis.
A boundary certificate is relevant not only when purchasing property but also for property division and estate settlement when properties are to be divided among co-heirs. A division requires precise knowledge of the existing boundary line; only on this basis can the new boundary be precisely defined and entered in the cadastre. An existing boundary certificate significantly speeds up this process and avoids duplicate surveying costs.
Even in cases of physical subdivision of land-that is, when a parcel is divided into several separate plots to sell individual sections or develop them separately-a complete boundary determination is a prerequisite for the notarized purchase agreement and registration in the land registry. Banks financing a partial sale often require proof that the new boundaries have been officially determined and marked.
As part of a building permit procedure, the building authority may require a boundary certificate or a site plan with officially marked boundary points to ensure that the planned building complies with the prescribed setback distances from the property boundary. This applies in particular to developments close to property lines and to verifying that garages or outbuildings do not exceed the permissible total length along the property line.
In practice in Nuremberg and the districts of Fürth, Erlangen-Höchstadt, and Roth, the respective municipal surveying office issues the boundary certificate; for private properties, a publicly appointed surveyor (ÖbVI) may alternatively be commissioned. We recommend contacting the surveying office early on when purchasing new property, planning construction projects, or preparing subdivision plans, as waiting times of several weeks are possible. Forward-looking planning prevents delays in the building permit process.
In Bavaria, the costs for a boundary certificate are governed by the Regulation on the Collection of Fees for Official Acts in Official Surveying (Surveying Cost Regulation - VermKostV Bavaria). They depend on the size of the property, the number of boundary points, and the amount of work required. For a medium-sized urban property in Nuremberg with four to six boundary points, costs of between 800 and 2,500 euros are to be expected. Added to this is the waiting time: depending on the workload of the responsible surveying office or the commissioned ÖbVI, it can take four to twelve weeks from the time the order is placed until the certificate is completed. Anyone who needs a boundary certificate as part of a real estate purchase or a building permit process should factor this time requirement into the project plan early on to avoid delays in notary appointments or the submission of building applications.
