Final utility connections refers to the final installation of direct connections between a building lot and public infrastructure-that is, the final step in the development process after the main utility lines (initial utility connections) have already been laid. This includes service connections for electricity, water, sewer, gas, and telecommunications, as well as the construction of direct access to the lot.
The development of a building site takes place in two stages:

The actual costs depend heavily on the length of the lines (distance to the main line) and the local rates charged by the utility companies.
The final utility connections are generally the responsibility of the property owner. For new construction projects, the project developers or the property developer commission the final utility connections and factor them into the purchase price (usually included in property developer projects). When purchasing land, the builder must organize the final utility connections themselves.

In recent years, fiber-optic connectivity has gained importance as the fourth key component of final development, alongside electricity, water, and wastewater. Fiber-optic (FTTH - Fiber to the Home) enables transmission rates of 1 Gbit/s and higher and is increasingly regarded as a value-adding feature of a property.
In the Nuremberg metropolitan region, several providers are simultaneously expanding fiber-optic networks: Deutsche Telekom, N-ERGIE AG (through its fiber-optic division), and independent regional providers. For property owners, this means specifically:
For new construction: Empty conduits for future fiber-optic cables should be planned during the construction phase-this is significantly cheaper than retrofitting later. The costs of retrofitting civil engineering work often exceed the costs of the actual fiber-optic connection.
In existing buildings: If a fiber-optic network serves the property and a free home connection is offered (which is often the case in expansion projects), this connection should be accepted even if there is currently no need for it-the infrastructure retains its value for future use.
A fiber-optic connection can measurably increase property value for certain target groups (remote workers, entrepreneurs, young families) and is increasingly becoming a prerequisite for the rentability of office space in residential buildings.

Important: Earthwork and connection installation must be coordinated - the utility provider sets deadlines for connection, and the builder must have the trenches ready by then.
We recommend that buyers of land with shell construction or building lots in new development areas within the Nuremberg metropolitan region request a binding quote for the costs of final utility connections from the utility companies before finalizing the purchase. In some cases-particularly for lots on the outskirts of new development areas such as the new Lichtenreuth urban district or the development zones in Feucht and Wendelstein-the length of the utility lines and thus the costs can vary significantly.
N-ERGIE AG and Stadtwerke Nürnberg provide application forms for utility connections on their websites and provide a cost estimate upon receipt of the application. These costs must be taken into account in the overall calculation of the construction project-they are often not included in the asking price of a building lot and, in remote locations, can exceed average costs by 5,000 to 15,000 euros.
The service connections are installed by the respective utility company, but at the property owner’s expense. Technical responsibility for the connection lies with the utility company, while financing is the owner’s responsibility. The owner can only carry out the earthwork (excavation) themselves or have it done by a third party-the actual connection to the grid is performed exclusively by the utility company.
Partially: The property owner can commission the earthwork (digging trenches, laying conduit) themselves and thus save costs. However, the actual connection (integration into the utility network) is carried out exclusively by the responsible utility company. In some cases, a licensed installer can also be commissioned to perform the connection-please clarify this with the utility provider in advance.
The lead times for house connections with N-ERGIE and Stadtwerke Nürnberg range from 6 to 16 weeks, depending on workload. We recommend submitting the application early-ideally immediately after receiving the building permit-so that the connections are ready in time for the completion of the building shell. Submitting the application too late can significantly delay the construction process, as certain connections (e.g., electricity) are required before construction equipment can be used.
Generally, yes-developers factor the costs of final utility connections into the total price. Nevertheless, buyers should have this explicitly confirmed in the purchase agreement. Ask explicitly whether all utility connections (including fiber optics) are included in the price and when the connections will be installed. For turnkey projects, all utility connections should be operational upon handover.
