Term from the field of Construction Technology & Renovation

Building Survey - A building survey is the systematic recording and documentation of a building’s current condition. It includes surveying the building’s geometry, inspecting the building structure, analyzing the building services, and documenting damage and defects. The building survey serves as an indispensable foundation for any renovation planning, real estate appraisal, or repurposing.

Scope and Methods

Depending on the purpose, the survey can vary in depth:

  • Geometric survey: Surveying all rooms, creating or updating floor plans, sections, and elevations. Modern methods use 3D laser scanning (terrestrial laser scanning) or drone surveys for precise, contactless digital capture. The resulting point clouds can be imported directly into BIM (Building Information Modeling) planning software.
  • Structural Survey: Examination of the load-bearing structure-wall construction, ceiling types, roof structure, foundation type. Often requires structural openings (test openings) to identify concealed structures and assess whether reinforced concrete, masonry, wooden beams, or steel girders were used.
  • Damage Assessment: Systematic documentation of all damage and defects - cracks (classified by width, course, and cause), moisture damage, mold growth, settlement, corrosion on metal components, wood rot. Photographic documentation with a description of the condition and location on the floor plan.
  • Technical Inventory: Assessment of building services - heating system (type, year of construction, rated output), electrical installation (wire gauge, circuit protection, safety measures), plumbing systems, and ventilation technology - with regard to age, condition, and compliance with current standards.
  • Hazardous Substance Testing: Testing for asbestos (installed up to 1993), PCBs (polychlorinated biphenyls, up to 1989), PAHs (polycyclic aromatic hydrocarbons in tar and adhesives), wood preservatives (PCP, lindane), and other hazardous substances typical of buildings from certain construction years.

Importance for Renovation and Sale

A thorough building survey is the basis for realistic cost planning: Without knowledge of the building’s actual condition, renovation costs cannot be reliably calculated-surprises during construction lead to costly cost overruns. A documented assessment also creates transparency and trust in real estate sales: Buyers can better assess the condition, and the seller reduces the risk of later warranty claims due to fraudulently concealed defects. In practice, well-documented properties often achieve higher purchase prices because buyers and banks can better assess the risk.

Building Assessment as the Basis for the Energy Performance Certificate and Renovation Funding

A professional building assessment is also a prerequisite for creating an Individual Renovation Roadmap (iSFP) in accordance with the GEG. The iSFP documents the current energy status and outlines a step-by-step renovation plan-with specific recommendations for insulation measures, window replacement, and heating system upgrades. Those who renovate based on an iSFP receive a 5-percentage-point bonus on the subsidy rate under the Federal Subsidy for Efficient Buildings (BEG). The building assessment provides all the necessary building data for this: building component structures, U-values, heating capacity, and floor areas.

Practical Tip for Property Owners in Nuremberg and Franconia

We recommend that property owners in the Nuremberg metropolitan region have a professional assessment conducted by an experienced architect or building expert before undertaking any major renovation work. Hidden damage is particularly common in Nuremberg’s older buildings-sandstone houses from the Wilhelminian era in St. Johannis and Wöhrd, half-timbered buildings in the Nuremberg countryside, and post-war structures from the 1950s and 1960s in Langwasser and Schreibersdorf-such as: moisture in the foundation area due to rising damp, wooden beam ceilings infested with insects, or building materials contaminated with hazardous substances such as corrugated asbestos sheets on garages. Investing 2,000-5,000 euros in a comprehensive building survey can save tens of thousands of euros in unforeseen renovation costs and is also a prerequisite for targeted KfW or BAFA funding.

Frequently Asked Questions

Who conducts a building survey?

Architects, civil engineers, and certified building experts are the typical contractors for a structural building survey. Specialist engineers are consulted for specific investigations: structural engineers for structural analysis, accredited laboratories for hazardous substance testing (asbestos samples must be collected and analyzed in accordance with TRGS 519), and building energy consultants on the dena expert list for the energy assessment. For buildings under historic preservation-such as those in the historic city center of Nuremberg or in Altdorf-an architect specializing in historic preservation should be involved, one who is familiar with the requirements of the local historic preservation authority.

How long does an energy audit take?

The duration depends on the building’s size, year of construction, and the depth of the inspection. For a single-family home, an on-site visit typically takes half a day to a full day; the subsequent documentation, damage mapping, and evaluation take one to two weeks. For larger multi-family homes or extensive hazardous substance investigations (which require several weeks of laboratory time), the process can take four to eight weeks. For urgent purchase decisions, we recommend conducting at least a shortened purchase consultation inspection lasting two to four hours-the most important risks are often already apparent during the first inspection.

Is an inspection worthwhile when buying real estate?

Yes, we recommend an inspection before purchase, especially for existing properties-at the very least, a brief inspection by an independent expert who has no financial stake in the transaction. The cost of 400-800 euros for expert purchase consultation can protect you from a bad purchase or an inflated purchase price. The results also provide a solid basis for negotiation with the seller-a documented renovation need of 50,000 euros justifies a corresponding reduction in the purchase price. Banks also value a property inspection report, as it makes the financing risk more transparent and simplifies the determination of the mortgage lending value.

How does a condition survey differ from a valuation report?

Condition surveys and valuation reports serve different purposes and should not be confused. The condition survey describes and documents the current structural condition: What is present, what is its condition, and what defects exist? It is a technical document without any statement of value. The valuation report in accordance with ImmoWertV, on the other hand, determines the market value of the property-it is a market- and legally-oriented document that builds on the property survey but also takes into account location, comparable prices, and market trends. In practice, we recommend both documents for larger purchase reviews: The property survey provides the technical assessment of the building’s condition, while the valuation report offers the market-based assessment. The combined cost of both services for a multi-family home in Nuremberg typically ranges between 3,000 and 8,000 euros-an investment that almost always pays off given the purchase price, as it either lowers the purchase price or prevents a wrong decision.
